We are hiring a Project Manager for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Main Responsibilities

As Project Manager you will be responsible for:
- Act as Product Owner, including writing user stories and managing the backlog with JIRA.
- Preparation of test cases and acceptance criteria.
- Manage the implementation of information systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
- Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organisation.
- Guide the team in charge of project activities and review their deliverables.
- Participate in functional working groups and progress meetings.
- Design the Business Architecture
- Mock up creation using Balsamiq or other tool used at the European Commission
- Drafting PM2-Agile, PM2 documents and functional requirements documents
- Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
- Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports.
- Monitor costs, timescales and resources used, and take action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria.
- Manage the change control procedure gaining agreement for revisions to the project from project sponsors.
- Prepare and make presentations on the work/ projects
- Communicate effectively with the internal (e.g. Team Coordinator, Business Manager, Project Support Office, Portfolio Manager) or external stakeholders.
- Participation in user, service and project meetings.

Successful CandidateEducation and Technical expertise
Level of education corresponding to Level 7 of the European Qualifications Framework (which typically corresponds to a master’s level or 5 years of higher education).
In-depth knowledge (13 years) of experience in the following domains:
- Very good analytical capabilities and high quality drafting skills.
- Able to work with a degree of autonomy and be a good team player.
- Ability to participate in multi-lingual meetings, very good communication skills.
- Capability of working in an international/multicultural environment.
- Strong organisational skills, readiness to adapt quickly to a new working environment.
Specific expertiseProject Manager with proven experience as a Product Owner (Agile methodologies), namely:
- Good experience of project management standards and methodologies (e.g. Open PM2, PMBOK)
- Very good experience of Agile Methodologies (e.g. SCRUM, PM2-Agile) from the point of view of the Product Owner.
- Very good experience in the writing of User Stories, including acceptance criteria and test cases
- Good knowledge of Agile software development methodologies
- Experience with mock-up tools (e.g. Balsamiq) and Project delivery tools (e.g. JIRA, Confluence)
- Experience with requirements gathering, including requirements’ workshops
- Certification in one of the Project Management methodologies is an asset (e.g. Open PM2, PMP)
- Experience with project management tools (e.g. MS Project)
- Good technical knowledge on the projects’ aspects
- Knowledge of ITIL and good understanding of IT Service Management is an asset
- Practical knowledge of reporting methods
- Excellent level of analytical ability, communication and interpersonal skills required to build relationships with team members and customers to solve problems and resolve issues.
- Capable of showing initiative by reaching beyond work assigned to improve output and/or help other colleagues
- Ability to give presentations
- Ability to participate in multi-lingual meetings, good communication skills.
- Capability of working in an international/multi-cultural environment, rapid self-starting capability and experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions
Languages
Excellent oral and written command of English is essential.
