1. SUMMARY

The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.
The NOR’s Portfolio Delivery (PD) Branch provides programmatic and economic advice regarding delivery of NATO common-funded capabilities at the portfolio level with particular focus on programme interdependencies and portfolio and programme exceptions. The Branch leads the NOR change management initiatives associated with the implementation of the Common Funded Capability Delivery Governance Model (CFCDGM). Additionally, the Branch leads the Capability Implementation and Resource Information Management System support and development.
The incumbent is the responsible Project Manager addressing a new CIRIS capability.
The Common Funded Integrated Resources Information System (CIRIS) is the tool for data exchanges between NATO Common Funding Stakeholders and provides the technical framework to support the stakeholders’ management and monitoring of NATO common-funded resources.
S/he leads the implementation of the new CIRIS from the initiation phase to the final delivery of the project and will insure a smooth transition to service operation.

S/he is responsible for executing, monitoring risk management and contingency planning and makes sure that the project remains on schedule and to budget. S/he coordinates infrastructure requirements and technical operations with the NATO Information, Communication and Technology Management (ICTM) Directorate, the NATO Communication & Information Agency (NCIA) and the system contractor. S/he ensures that the new system and related procedures are communicated to the users. Finally, the incumbent manages the critical relationship between technology and business changes at the project level.

2. QUALIFICATIONSANDEXPERIENCE

ESSENTIAL
The incumbent must:
  • possess a university degree with specialisation in business management, information technology or equivalent relevant professional experience;
  • have at least five years’ professional experience in integrating, implementing, and/or managing Information Systems such as Enterprise Resource Planning (ERP) and/or Project Portfolio Management (PPM) systems;
  • demonstrate experience in managing technology change projects in the public sector or commercial environments;
  • hold a project management qualification (PRINCE2, Agile, PMP, etc.);
  • possess experience working in and leading a diverse implementation team in a multi-cultural and multi-national environment;
  • possess excellent communication and drafting skills, as well as public relations ones;
  • be able to communicate complex information technology issues to non-technical audiences;
  • demonstrate analytical and problem solving skills;
  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
DESIRABLE
The following would be considered an advantage:
  • more than five years of relevant professional experience in integrating, implementing, and/or managing Information Systems such as Enterprise Resource Planning (ERP) and/or Project Portfolio Management (PPM) systems;
  • proven experience in IT implementations involving complex data migration and multiple interfaces;
  • experience in public sector sourcing and procurement process;
  • experience in chairing, supporting and interacting with executive/senior-level boards and committees in large organizations;
  • experience in finance, capital investment, or resource related area;
  • experience working in an International Organisation or environment;
  • experience in dealing with multiple stakeholders.

3.MAINACCOUNTABILITIES

Project Management

Determine the direction of the project as project leader. Follow a structured project management methodology for activities. Act as interface with technical solutions supplier. Monitor and oversee project implementation on an ongoing basis, evaluating progress and quality, managing issue resolution process and taking corrective action as necessary. Identify risks and suggest possible solutions. Lead the post-implementation review by evaluating project results, including client satisfaction. Provide technical advice where required. Monitor change processes from conception to completion.

Stakeholder Management

Determine how best to enhance and develop a network of key stakeholders. Consolidate the network involved in the management and monitoring of common-funded military resources using CIRIS (NOR Staff, NATO Nations, Agencies, Strategic Commands, International Military Staff and International Board of Auditors) within the interest of the project. Manage the relationship with the project contractor. Manage the relationship with the NATO ICTM Directorate and the NCIA for infrastructure and technical operations’ requirements.

Knowledge Management

Determine and oversee that the content of project documentation is relevant and accessible within the team. Establish the appropriate communication channels with the various project stakeholders. Consult system users to ascertain needs and to ensure that system configurations meet business requirements. Ensure Configuration Control of the production application.

Policy Development

Determine how a policy will affect a functional area and contribute to wider policy development.

Expertise Development

Apply expertise, consider options and provide recommendations for continued improvement of CIRIS, including the transition to a new system. Apply technical expertise to design and document system configuration, including any planned updates or configuration changes. Provide expert advice to the Branch Head and Director NOR on system transition, performance, maintenance, and security. In collaboration with NOR subject-matter experts, ensure that system business processes and data input requirements are well defined and followed by all stakeholders.

Representation of the Organization

Contribute to NATO representation by developing and communicating information supportive of NATO’s interests. Share best practices with the user community including planning and conducting training, as required.

Financial Management

Determine and verify the correct use of the project financial resources. Plan and submit project budgets in accordance with authorized funding and respect all applicable policy and practices regarding proper use of NATO funding. Review and assess contractor price proposals and invoices as necessary, ensuring that all NATO financial policies and regulations are properly followed.

4. INTERRELATIONSHIPS

The incumbent reports to the Branch Head and will work in close cooperation with NOR staff, NATO Delegations, Military Budget Holders and host nations implementing NATO investment projects. S/he will liaise with a variety of stakeholders, including host nations, Strategic Commands, IBAN, NATO Agencies; as well as various members of the International and International Military Staff at NATO HQ or in the subordinate HQs.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years.
This post is required for a limited period to support the CIRIS project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration, which may be renewed for a period of up to 3 years if required to support this project.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
