SAS Technology Expert

MAIN TASKS TO PERFORM:

The services to be provided consist in maintaining and enhancing the existing system(s) using SAS software upon which the data warehouse is built and other relevant tools.

The types of tasks included in the service will concentrate on supporting the Commission staff in the area of data integration, analysing reporting needs, deducing data needs and data sources to fulfil them, document and develop the adequate SAS procedures to extract,

transform and load the data in the datamarts of the Data Warehouse and maintain the existing and future implementations:

• Provision of expert advice and assistance, technology watch, evaluation studies, architectural considerations, applicable standards, solution patterns and best practices in a specific area of ICT infrastructure technology;
• Provision of quality plans, quality assessments, quality control tests, evaluations and service level agreements associated with information system infrastructure services or projects;
• Assistance in the implementation of a software engineering methodology;
• Elaboration of functional and non-functional requirements and business case analysis related to the area of expertise;
• Elaboration of vision documents focused upon infrastructure components;
• Design and development of online analytical data processing (OLAP);
• Design, test and implementation of ETL processes using SAS software to extract data from several sources and to transform and load it into a datamart suitable for statistics;
• Writing SAS code to run tests or to write specific user transformations;
• Design and development of integrated data quality and monitoring processes through the ETL process;
• Data modelling;
• Database design & performance analysis;
• Workflow design;
• Data analytics and data mining;
• Participation in meetings with the project teams;
• Writing of technical documentation and user manuals.

REQUIRED SKILLS:

Proven practical experienced in the following software of the SAS9 platform for at least one year:

• SAS Data Integrator Studio
• SAS Enterprise Guide
• SAS Management Console
• IBM Platform Process Management
• SAS programing language

Business intelligence technologies, including ETL, online analytical data processing, data analytics, reporting, data & text mining, dashboards & reporting, big data Qlik Sense, Business Objects…;

Data quality, data control and monitoring techniques;

Relational database systems applied to data warehouse;

Data warehouse architecture;

Data and processes modelling tools;

SQL, NoSQL;

Enterprise Architect;

Strong analysis skills;

Self-starting capability and experience in team working.

SPECIFIC SKILLS:

• Very strong expertise with SAS Data Integrator Studio (minimum 1 year of experience);
• Capacity in preparing and writing clear and structured technical and user documents;
• Ability to apply high quality standards;
• Good communication and team working skills;
• Capability of working in an international / multicultural environment;
• Ability to work in English and French.

WORK ENVIRONMENT / WORK PLACE:

The tasks shall be performed on the Commission premises in Brussels.

The infrastructure will be provided by the Commission.

Subject to the agreement of the Commission, the service provider might be authorised to perform the tasks remotely (teleworking) up to 2 days per week in close vicinity to the Commission premises in Brussels.

The line manager will assess whether the service provider is at a distance compatible with the tasks, based on the needs of the service.

In view of the nature of the work, the close collaboration with the team leaders is required during the induction period when the service provider is trained and closely supervised.

The Commission draws the contractor’s attention to the contractual provisions on confidentiality.

The Commission reserves the right:

• To proceed to security screenings of any individuals proposed, prior to the signature of any specific contract;
• To require any individual to attend security briefings or training, and/or to sign a security statement, after the signature of a specific contract.
