About Our Client

Our client is a Belgian credit institution based in Brussels and regulated by the National Bank of
Belgium (NBB) and Financial Services and Markets Authority (FSMA).

Job Description

The selected candidate will be an executive director and as such member of the Board of Directors and Executive Committee ( EXCO/directiecomité/comité de direction) of the Bank and certain other committees such as ALCO and Credit Committee. The selected candidate will also be a member of the Group Steering CommitteeThe duties and responsibilities, that will be provided by the selected candidate as services under a
management agreement, are consistent with the title Chief Financial Officer, including specifically: Financial accounting, regulatory and tax reporting- Ensure that all the necessary processes, systems and procedures, from a Finance perspective are
implemented and documented;
  • Prepare the bank’s annual financial reports and interim financial statements in accordance with
International Financial Reporting Standards and Belgian GAAP, and all relevant legislation;
  • Manage the annual statutory accounts closing process and half-yearly Limited Review, including all
necessary exchanges and management of the relationship with the external auditors;
  • Prepare monthly management accounts;
  • Prepare statistical and prudential regulatory returns for submission to the National Bank of Belgium;
  • Prepare tax filings for submission to relevant tax authorities (including corporation tax returns,
withholding tax and VAT filings);
  • Communicate and appropriately implement, as applicable, new accounting standards, regulatory
requirements and tax regulations;
  • Adopt appropriate financial internal control procedures (e.g. reconciliation procedures);

- Prepare and submit regular and ad hoc reports to the management of the bank and its shareholders Budgeting and forecasting- Co-ordinate the budgeting and forecasting process;
- Seek annual approval of the budget by the Board of Directors. Treasury operations- Manage and allocate capital;
  • Monitor the market risk position, in particular FX hedging activity;
  • Monitor the bank’s funding: Oversight of the bank’s diversity and stability of funding sources and
maturity profiles;
  • Manage the bank’s liquidity: Maintenance of an adequate liquidity asset buffer, liquidity scenarios,
intra-day liquidity monitoring;
  • Contribute to product pricing
  • Medium term: Fund Transfer Pricing Set-Up;
- Manage dealing and trading activities in capital markets. Wholesale funding solutions- Structure the Bank’s RMBS securitisation transactions, working with third party advisors, banks,
external counsel, rating agencies, …;
  • Organise the operational follow-up of the securitisation transaction (settlement, reporting, ….) and
assure necessary internal controls being in place;
  • Initiate feasibility studies for the various forms of potential wholesale funding, such as warehousing,
securitisation, and covered bonds, if and when required Asset & Liability Management - management of IRRBB- Manage IRRBB, including the measurement and management of on- and off-balance sheet interest
rate risk exposures. This entails scenario based IRRBB measurement through, for example, economic
value, maturity gap, duration gap, earning at risk, net interest income and value at risk;
  • Establish (enhanced) behavioural assumption mechanisms and conduct behavioural model
validations, e.g. non-maturing liability assumptions and effective maturity of the assets and equities;
  • Identify hedging strategies to mitigate interest rate risk by identifying appropriate debt and derivative
instruments and strategies considering corporate risk tolerances, hedging costs and benefits, and
liquidity constraints;
  • Initiate and support the development of required IRRBB modelling tools.
Mergers and acquisitions
  • Participate in any upcoming M&A opportunities from a Finance perspective, with a focus on financial
modelling and analysis, tax analysis, IFRS-3 business combinations, capital and liquidity
considerations, etc.

People management
  • Set out the roles and responsibilities of direct reports and manage, monitor and develop such direct
reports;
  • Monitor the services performed by Finance colleagues under the Staff Sharing Agreement;

The Successful Applicant

The eligible candidate should demonstrate:- Master’s degree in economics, sciences or engineering plus 10+ years of progressively responsible and
relevant experience in Finance;
  • Excellent analytical skills;
  • Strong communications skills in English and Dutch or French (written, spoken);
  • Proven experience of competently dealing with senior management and regulators;
  • Be driven, independent, enthusiastic and hands-on;
  • Demonstrate personal integrity, honesty, reliability, respect and commitment
