Introduction:
NATO is undergoing a major adaptation of its overall approach to Digital transformation. As part of its mandate, the NATO Chief Information Officer (CIO) is overseeing the coherence of the NATO Enterprise ICT1 capabilities and services and is the single point of authority (SPA) for cybersecurity. The NATO CIO is responsible for developing an Enterprise approach to Digital transformation and NATO capability delivery. This includes significant interaction with executive stakeholders, both military and civilian, required to oversee the NATO Enterprise coherence and cybersecurity efforts.
As part of its mandate the NATO Office of the CIO (OCIO) needs to execute and enforce the role of Enterprise coherence, which includes the assessment and oversight, as well as implementation of Enterprise wide capabilities and initiatives related to driving towards NATO 2030.
Skills, knowledge, experience required:
- At least 8 years of project management experience including at least 10 years of experience in ICT industries;
- Experience and domain awareness in education, training, learning and development;
- Experience across different domains, functions and C-suite level stakeholders;
- Extensive team management experience with a high level of autonomy;
- Organizational Change Management Experience;
- Lean and Agile project implementation experience;
- Project Management qualification – PMP or Prince2 practitioner level;
- Service Management including ITIL 3 and/or 4;
- Understanding of the data domain;
- Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.
- Being responsible for implementing and realising the NATO Enterprise Adaptive Learning Project. The Adaptive Learning pilot project will test two cyber-related Adaptive Learning courses: a Cyber Security Awareness and a Digital Literacy course. The intent is to deploy both modules to NATO audiences across the NATO enterprise between Q4 2023 and the end of Q1 2024; including:
- Adaptive content developed and deployed to NATO audiences;
- Process and Requirements for platform accreditation for Adaptive Learning for use in NATO on NATO Unclassified (NU) systems;
- Proof of concept established for Adaptive Learning for NATO CS courses on NU;
- Pilot implementation of Adaptive learning to NATO Enterprise (circa 7K staff) for a Cyber Hygiene course;
- Regular Presentations to Senior level stakeholders on progress and next steps.
- Being responsible for managing and delivering Cyber Security Roles Mapping across the Enterprise :
- SFIA/NICE mapping and training solution identification progressing;
- Roles identified and mapped;
- Recommended training solutions;
- Visual summaries by Role and Organisation.
- Developing and evolving an Enterprise Cyber Security Curriculum to address cyber security risk, based on the analytics from the Adaptive learning pilot and working with various stakeholders;
- Ensuring curriculum is established and endorsed by Senior Leadership to be adopted by the wider Enterprise Entities and included in their Training Catalogues;
- Developing and maintaining Enterprise wide stakeholder relationships, user focus and communications:
- Consistent and effective Strategic Communications with OCIO external stakeholders shown in an increased understanding of the OCIO role in the Enterprise learning and development efforts;
- Measured by a mature stakeholder management plan, and qualitative internal and external stakeholder feedback periodically. Established communication plans per project.
- Exploration of project alignments and uplifting in benefits and outcomes where applicable:
- Creation of dependency map and strategy for projects under PM’s responsibility;
- Creation of benefits map and strategy for projects under PM’s responsibility;
- Established cross-sectional meetings to mitigate key risks and issues related to dependency or benefits;
- Quality assurance implementation and management, performance monitoring and reporting.
