1. SUMMARY
NATO’s Public Diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division (PDD) actively strengthens NATO’s public image, thereby fostering trust in and support for the Alliance. The Division also acts as coordinator for strategic communication activities across all NATO civilian and military bodies and commands.
PDD’s Press and Media Section is the principal point of contact for all media-related issues at NATO Headquarters, including engagement with the media, media policy and doctrine, and media monitoring and analysis. The incumbent will be responsible for providing regular media analysis reviews and assessments.
The incumbent, under the day-to-day guidance of the Head and Deputy Head of PDD’s Media Operations and Special Events, and the overall supervision of the NATO Spokesperson and the Head of PDD Press and Media/Deputy Spokesperson, will provide media assessments and analysis, and will track media for required corrections. The incumbent will also actively contribute to the PDD regular reports on the Information Environment Assessment (IEA), as well as general situational awareness.
2. QUALIFICATIONSANDEXPERIENCE
ESSENTIAL
The incumbent must:
- possess a university degree;
- possess at least 2 years’ professional experience, in public relations, international relations, or media relations;
- have a good knowledge and understanding of international and political affairs; particularly in the context of NATO;
- be familiar with the latest developments concerning communication and media assessment tools;
- familiar possess experience in qualitative and quantitative research methods;
- demonstrate strong drafting skills in English, in a professional environment;
- demonstrate sound political judgment;
- demonstrate good oral and written briefing skills;
- possess the following minimum levels of NATO’s official languages (English/French): VI (“Proficiency”) in one; and I (“Beginner”) in the other;
DESIRABLE
The following would be considered an advantage:
- experience in media monitoring and analysis, including of social media across a range of platforms, preferably gained in an International Organisation;
- knowledge of other Alliance and Partner languages and knowledge of Russian would be a strong advantage;
- knowledge of data analysis and statistics.
3.MAINACCOUNTABILITIES
Information Management
Draft media analysis reports to prepare the Secretary General and Deputy Secretary General for media engagements both at NATO Headquarters and abroad. Alert the NATO Spokesperson, the Deputy Spokesperson/Head of PDD Press and Media and Press Officers to inaccurate media coverage in order to enable them to correct coverage or adjust NATO messaging. As directed by the NATO Spokesperson, assess the impact of NATO messaging across a range of outlets following engagement with the media and make recommendations on adjusting NATO’s public posture. Produce regular assessments of the impact of media engagements (press conferences, speeches, op-eds, interviews, etc.) by the Secretary General and Deputy Secretary General and other senior NATO officials, as required. Provide accurate and fast readouts of media engagements by the Secretary General or other NATO officials as required. Draft other written products as required by the Spokesperson and the Deputy Spokesperson/Head of PDD Press and Media. Alert leadership on disinformation and propaganda campaigns targeting NATO. Brief the Spokesperson and the Deputy Spokesperson/Head of PDD Press and Media on key media issues related to NATO. Prepare media analysis briefings to senior NATO staff. Contribute to the Information Environment Assessment (IEA) within PDD, including regular PDD IEA reports to help increase general situational awareness.
Expertise Development
Research and follow all types of media platforms to ensure that media analysis products include all relevant media sources and social media platforms. Contribute to ongoing enhancement of media monitoring and analysis products, including by benchmarking against other International Organisations. Keep up to speed on the latest analytical and assessment tools. Test traditional media, social media and disinformation analysis tools and advise on procurement. Contribute to developing data literacy in the Press and Media section and across the Public Diplomacy Division. Integrate meaningful data insights into media analysis.
Knowledge Management
Develop and maintain a consolidated database of media analysis products for easy access by PDD’s Press Officers and Media Monitors. Use excellent drafting skills and ensure adherence to the style guidelines for media analysis products, which must be concise, targeted and focused on the evolution of media trends relevant to NATO. Use sound political judgement when making recommendations on adjusting NATO’s public posture based on regular analysis and assessment.
Project Management
Plan and deliver other written products within tight deadlines on breaking news and issues related to the Secretary General’s media agenda. Demonstrate political acumen when selecting news stories and analysing and assessing media trends. Work with other divisions at NATO to deliver briefings for senior NATO staff, up to and including the Secretary General. Work with partner institutions (EEAS, GEC, G7) to exchange expertise related to analyzing and countering disinformation.
Stakeholder Management
Build and maintain effective and efficient working relationships with Press and Media Officers; keeping the service abreast of developments in the relevant topics in the public arena and providing input and recommendations as appropriate. Develop working relationships with other sections in PDD. Represent Press and Media and the Public Diplomacy Division on issues related to Information Environment Assessment, in close coordination with the NATO Spokesperson. Work with PDD, SHAPE and ACT colleagues to build Information Environment Assessment capability that is robust enough to provide meaningful insights.

4. INTERRELATIONSHIPS
The incumbent reports on a day to day basis to the Head and Deputy Head Media Operations and Special Events. He/she operates under the direct authority of the NATO Spokesperson and the Deputy Spokesperson/Head of PDD Press and Media. He/she works closely with other members of the Section as part of a team. He/she will also work closely with the Assistant and Deputy Assistant Secretary General for Public Diplomacy on issues related to Information Environment Assessments.
