Our organisation

Avocats Sans Frontières (ASF) is an international non-

governmental organisation created in Belgium in 1992. ASF

specialises in the development of projects to promote and support

access to justice, the realisation of human rights and the rule of

law in post-conflict and/or development countries.

ASF has permanent offices in the Democratic Republic of Congo, Uganda, Tunisia, Morocco,

Indonesia and the Central African Republic.

Context and mission

The association wants to develop a strong expertise in Transitional Justice in order to fuel its

advocacy efforts, strengthen collective expertise and develop coherent strategies.

The legal and policy advisor function contributes to the fulfilment of ASF’s mandate.

Transitional justice is addressed in a holistic manner in the ASF strategic framework, following a

victim-based approach which therefore places the fight against impunity at the service of this

objective. The 3 pillars ((i) contribute to the establishment and effectiveness of Transitional

Justice (TJ) mechanisms; (ii) contribute to the coordination of civil society; (iii) contribute to a

better future. The focus on mechanisms leads to a technical approach, which makes it possible

to bypass the heavily politicised context of TJ.

The strategies developed and refined in the South seem to have their legitimacy in the contexts

of the North, thus opening up a new field of action for the actors of TJ, both geographically

(working in the North) and thematically (link between TJ and colonisation, or even the

decolonisation of TJ). The legal and policy advisor in TJ will support the reflection and the

development of actions in this context.

Position

The legal and policy advisor is member of the Knowledge and Learning pole at ASF and

collaborate with his or colleagues from every country office.

Tasks

In ASF’s organisational model, which is based on collaborative work, every function contains

tasks that are "recurrent" and others that are carried out in "project mode". Within the

framework of its recurring tasks, the exercise of responsibility is understood as follows:

To be responsible for the quality of the processes developed in his/her function and for

their proper implementation (individual responsibility).

Responsibility for achieving objectives and results requires the involvement of other

people and functions, and is a collective responsibility, exercised at the level of general

coordination.

In close collaboration with the Knowledge Unit and the country teams, the LPA:

Leads the expertise of ASF and its partners in the field on Transitional Justice, as well as

the communities of practice related to its theme, notably through the digital platform

Justice exPEERience. He/she contributes to the production of content (analyses,

campaigns, policy briefs).

Develops and maintains networks, keeps abreast of developments in the sector and

participates in international forums in order to represent ASF and make its work visible

Leads the strategic development and deployment of TJ and is responsible for the strategic

coherence of the institution and ensures the integration of knowledge and learning into

country/regional strategies and programmes.

Identifies strategic priorities and advocacy targets to achieve objectives.

Carries out institutional monitoring at the European and international level and identifies

relevant areas of intervention for ASF, as well as funding opportunities for these

interventions.

Skills

The ideal candidate has:

Master’s degree in law; specialisation in human rights is an asset;

3 to 5 years of legal experience in the transitional justice sector;

Excellent knowledge of the academic and associative environment in the field of

transitional justice;

Proven expertise in international human rights law is essential;

Experience working in a country in a fragile situation is an asset;

Experience in project development/management and monitoring/evaluation is an asset;

A strong interest in communication and collaboration through digital tools;

A strong capacity for teamwork; a strong capacity for autonomy; the ability to identify

opportunities and take initiatives;

Ability to mobilise internally and externally

Excellent analytical and synthesis skills;

Excellent communication and writing skills;

Knowledge of professional and academic networks in his/her field of expertise

Bilingual (FR/EN).
